Abstract: We argue that the increasingly widespread use of networks is leading to new security concerns such as secure delivery which are most naturally associated with the transport level and best addressed by the design of secure transport protocols. We present general methods for such a design which are directed at optimizing performance on a high speed network. Our work reflects the experience gained in designing and implementing a particular secure transport protocol.
